今後の日本に迫り来る『大増税時代』。

今日のテーマは、『今後の日本に迫り来る大増税時代』です。

 

 

昨日、一昨日と、２日連続で公式ブログの更新が滞ってしまいました。

 

 

個人的には、

 

 

『公式ブログでの情報発信』という仕事の優先順位は高くしており、

理想を言えば、１年３６５日、きちんと３６５記事書きたいと考えています。

 

 

経営者として、

 

 

『ビジネス』的な観点で言うと、『公式ブログでの情報発信』は、

直近での『利益』には繋がらない為、優先順位を下げても良さそうに見えます。

 

 

ただ、

 

 

こちらは、自身のパーソナルな部分の『拘り』なのですが、

『文章を書く能力』を、これからも維持・向上させていきたいという想いがあります。

 

 

また、

 

 

『公式ブログでの情報発信』は、『短期的な利益』には繋がらないものの、

読者の皆さんとの『信頼関係』という、『長期的な利益』には、むしろ直結する。

 

 

そう考えているので、これからも、

なるべく優先順位を『最上位』に保ったまま、情報発信し続けていきたいと思います。

 

 

それで、

 

 

基本的に、私が『公式ブログ』の更新が滞る際の理由としては、

記事を書く『１時間』という時間確保ができない程、当日が多忙な場合に限ります。

 

 

よく、

 

 

一定期間、読者を続けてくれた方が、面談受講して下さるケースがありますが、

その際、『５年間も書き続けるなんて、ネタが尽きないのが凄いです！』と言って頂けます。

 

 

が、

 

 

個人的には、日々変化する社会情勢をウォッチしていたら『ネタ』は尽きず、

むしろ、情報発信の為の『時間』を確保している所を、評価して頂きたい（笑）

 

 

以前もお伝えしましたが、

 

 

基本的に、土日祝日は『新規クライアントさん』の面談希望が集中しますが、

本当に有り難いことに、この３連休も、多忙の絶頂を極めている状況でした。

 

 

ここまで、

 

 

２日間更新できなかった『言い訳』を長々としてきた訳ですが（笑）、

果てしなく出来てしまいそうなので、今日の本題に入ろうと思います。

 

 

早いもので、

 

 

２０１９年『９月』も、残りが後一週間ほどとなり、

『１０月』からはいよいよ、『消費増税１０％』が導入される時期となります。

 

 

これまで、

 

 

『消費税導入元年』を含めると、私たち日本国民は、

過去に３度（３％、５％、８％）の『増税』時期を経験してきました。

 

 

が、

 

 

今回の『１０％増税』のタイミングほど、『駈込み』が無い事も珍しく、

この辺りの『静寂』についても、日本経済の『息切れ感』を感じています。

 

 

ご存知の通り、

 

 

２度の『延期』を経て、ようやく今回導入される『１０％増税』ですが、

『リーマン級の経済危機』という心理的『景気条項』が残されたままで、

どこか、『現実味』がわかないまま、ここまで進んで来てしまいました。

 

 

また、

 

 

『軽減税率』の導入という応急処置が、制度の正確な理解を阻み、

恐らく、その全容を正しく理解している人間は、どこにも居ないと感じています。

 

 

一説によると、

 

 

キャッシュレス決済による『ポイント還元制度』を考慮すると、

買い物する店舗の違いにより、私たちの『実質税負担率』には、

５パターン（１０％、８％、６％、５％、３％）存在すると言われています。

 

 

恐ろしいのは、

 

 

その状況を、正確に理解している『国民』割合の圧倒的な少なさで、

当然、サービス提供サイドの小売店スタッフの方々も、例外では無いという事。

 

 

導入まで『一週間』と迫ったこの時期において、

この状況を、まさに『致命的』だと感じているのは、私だけなのでしょうか？？

 

 

それでも、

 

 

恐らくは、『誰も正確に理解・把握できていない』事が功を奏し、

導入後、その時々の『課題』を乗り越えながら、徐々にアジャストしていくのでしょう。

 

 

今回の増税により、

 

 

日本国の税収は、『年間６０兆円』を安定的に超えてくる事が予想され、

『財政健全化』推進に向けても、このイベントが、一役買うことになりそうです。

 

 

、

 

 

、

 

 

、

 

 

、

 

 

いや、嘘を言いました。

 

 

今回の『消費増税』は、日本の『財政健全化』に対して、

悲しい哉、ほとんどもたらす『効果』は存在していません。

 

 

何故なら、

 

 

以前もお伝えした通り、今回の『増税』により増加した税収を財源として、

既に、新たに導入する予定の『社会保障・公共サービス』がある事が、１つの理由。

 

 

また、

 

 

日本国家の単年度会計を表す『一般会計』は、

現在、概算要求ベースで、毎年『年間１００兆円』を超えているのが実情です。

 

 

それに対して、

 

 

『歳入（国家としての収入）』の大部分を占める『税収』が約６０兆円ですから、

その数字では、『マイナス超過』である状況は、今までとまったく変わりません。

 

 

確かに、

 

 

今回の『消費増税１０％』は、私たち『日本国民』に対して、

心理的にも、実質的にも、『経済負担』を強いる事になると考えます。

 

 

しかし、

 

 

その上でアップした『数兆円レベル』の税収の増加では、

日本国に『プライマリー・バランス』は、一向に健全化される兆しは無いのです。

 

 

もしも、

 

 

上記問題に対する『根本解決』を、本気で政府が目指すのであれば、

長期的な視点で、『社会保障改革』に着手する以外に、方法は存在しないと考えます。

 

 

具体的には、

 

 

『健康保険制度』については、高齢者・現役世代とも窓口負担割合を増加させて、

更に、『健康保険制度』での適用範囲も、現時点から狭めていく必要があります。

 

 

また、

 

 

『年金制度』については、もう一段、厳しい改革が必要だと考えていて、

支給開始年齢の遅れや、支給金額の減額、最終的には『該当者』を選定しなければいけない時代も来る。

 

 

しかし、

 

 

これら『社会保障改革』をしてしまうと、時の政府は選挙で負けてしまいますから、

海外某国同様、それを回避し続けながら『ゾンビ国家』のように生き続ける可能性もあります。

 

 

より現実的なのは、

 

 

上記『社会保障改革』を回避する形で、国民全体か、

または、主に『現役世代』に対して『税負担』を強化していく仕組みです。

 

 

２０２４年、

 

 

５年も先行する形で、えらく早い時期にアナウンスされた『紙幣刷新』ですが、

その際『資産課税』するには、シンプルに２つのアナウンスを追加すれば良い。

 

 

具体的には、

 

 

１つは、『今回の刷新以降、旧紙幣は使えませんよ』というアナウンス。

 

 

そして、

 

 

２つ目は、『旧紙幣の１万円は、新紙幣では８０００円（＊）とさせて頂きます』というもの。（＊資産課税を２０％徴収する場合。）

 

 

あまり実感が沸かないかも知れませんが、こちらも、国家による立派な『増税』です。

 

 

今回、

 

 

約一週間後からスタートする『消費増税１０％』ですが、

日本国の『財政状況』を考えた時、今後訪れる『大増税時代』を、私たちは免れる事が出来ません。

 

 

その事もしっかりと理解・意識しながら、

『資産形成』と並行して、『資産保全』も進めていく必要があると考えます。
