時代を迷走する『在職老齢年金』の基準見直しという愚策。

今日のテーマは、『時代を迷走する在職老齢年金の基準見直しという愚策』です。

 

 

昨日の公式ブログでも申し上げた通り、

昨日までで、一旦、『年金』をテーマとする記事は終了する予定でした。

 

 

しかし、

 

 

本日（１０月７日）週明け月曜日、『年金』というテーマにおいて、

またしても、『愚策』としか言いようのない報道が出てきたので、急遽変更しました。

 

 

皆さんは、

 

 

公的年金システムにある『在職老齢年金』なる言葉をご存知でしょうか？？

 

 

既に、その名称が表していますが、

 

 

既に６５歳以上を迎え、『公的年金受給資格』を満たしている方の中で、

給与所得等の賃金収入と年金額の合算で、『月収４７万円超』の方々は、

支給される『年金額』が減額されるというシステムのことです。

 

 

現行、

 

 

この合算での『月収４７万円』が基準値となっており、この条件に合致し、

年金支給額が『減額』されている方々は、全国に『４０万人近く』居ます。

 

 

単純に考えて、

 

 

高齢者層で、一人たり『月４７万円』程の収入があるという事は、

余程、贅沢な生活をしていない限り、世間一般的な視点では『十分』と言えます。

 

 

反対に、

 

 

『老後資産２０００万円』問題の際に『モデルケース』とされた事例では、

世帯収入が、夫婦合算で『月２２万円』ほどで計算が進められていたので、

このことから考えても、上記基準が、如何に『高い』かが分かりますよね。

 

 

つまり、

 

 

個人的に、現行基準は『正常』に機能していると考えていて、

収入が一定レベル（月収４７万円）を超える方々に対しては、

支給する『公的年金』を減額しても、問題無いと考えるのです。

 

 

実際に、

 

 

先日から、数日間連続で『年金財政検証』の話題を取り上げてきましたが、

『年金原資』は年々減少の一途を辿り、凡ゆるケースを想定したとしても、

約３０年後の『所得代替率』は５０％の基準値を割ります。

 

 

常日頃は、

 

 

『富裕層』『高所得者層』に対する増税政策等に『否定派』として意見していますが、

こと『公的年金』に関しては、不要な方々への支給は差し控えるべきだと考えますし、

私自身、（年金制度が存続していても）自らは受給しなくても良いと考えています。

 

 

また、

 

 

紛いなりにも、日本の公的年金制度は『全世代型』を表明している訳ですから、

現時点での、高齢者優遇政策に傾倒するのではなく、『将来世代』への還元と、

『システムの維持・継続』に主眼を置いて、運営がなされるべきだと考えます。

 

 

しかし、

 

 

今回、厚生労働省から発表された『在職老齢年金』基準改正案では、

前述『月４７万円』の基準値が、『月６２万円』まで引き上げられる方針が示されたのです。

 

 

これにより、

 

 

現行『在職老齢年金』制度の基準により、年金支給額が減額されている人のうち、

全国で『約２０万人』が新制度での基準から外れて、年金収入が『増額』します。

 

 

勿論、

 

 

その『増額分（合算）』は、現在の『年金原資』から取り崩す訳ですから、

単純に考えて、『年金財政』は、今まで以上のペースで悪化することになります。

 

 

具体的には、

 

 

『在職老齢年金』の減額基準を、前述の新基準『月収６２万円』に増額した場合、

約２０年後、公的年金を受給開始する方々の『所得代替率』は、全体で『０.２％』悪化します。

 

 

今回の新基準改定方針は、

 

 

表向きの理由は、『年金の減額基準』を高い値にスライドさせることにより、

６０歳を超えて、６５歳、７０歳まで労働参加する高齢者を増加させること。

 

 

しかし、

 

 

その目的を、本当に実現させようと考えるのであれば、

もっと『直接的』な解決方法があるはずと考えていて、

真意は、その年齢層における有力者に対する、得票政策では無いかと見ています。

 

 

奇しくも、

 

 

本日（１０月７日）は、同じ厚生労働省から異なるデータの発表もなされていて、

『人口動態統計（速報値）』によると、２０１９年の出生数が『９０万人』を割ると見られています。

 

 

つい最近、

 

 

２０１６年には『出生：年間１００万人割れ』が大きな話題になりましたが、

僅か３年間程で、その数字は『１０万人』も減少してしまった事になります。

 

 

因みに、この数字は、当初の厚労省予測の『２年前倒し』です。

 

 

そうなると、

 

 

今後の『公的年金財政検証』の予測値についても、更なる状況悪化が見込まれ、

先日の試算は、今後、更に『厳しい』事態へと追い込まれる事が予測されます。

 

 

『公的年金制度』も、いよいよ『窮地』に追いやられる状況に突入してきました。

 

 

『資産形成（投資）を放棄する事は、そのまま人生放棄を意味する』

 

 

本当に、この言葉をしっかりと噛み締めていただき、着実に、

将来に向けた『資産形成（具体的アクション）』を進めて頂けたら幸いです。
